Funny you ask. I actually live in Neenah. The worst part about the above incident was the fact that I work at the Sheriff's Dept in Oshkosh, as a 911 dispatcher. And I was on my way to work, and took "the scenic route" because I had extra time. THAT was an embarrassing phone call!
As for snow tires... no. Then I would be going 80 when I hit the ditch, instead of 40.

(Rolling eyes at myself and my tendency to push the limits on public roads.)
What happened was it was a nice, gentle curve that I've taken many times. Of coarse, I always have to try and push it a little harder. Well I went late on the brakes, as usual. A bit too late this time. Let off the brakes knowing I have to at least try to make it. The car drifts perfectly the whole corner, with the back out ever so slightly. Then right as it's time to start exiting the curve, the front tires started plowing. I was already too close to the ditch so I straightend out the wheels and just hit the gas. The snow just built up too much towards the end, and I didn't quite make it out.
I really had to laugh, as it was an easy lesson. One I badly needed. I'm extremely grateful I didn't have to learn the way I usually do...
