Power steering pump issue

HELP! I need assistance with a major steering problem.

Last december I installed a new Rack and pinion and high pressure and low pressure hose on my baja. Last week I installed a rebuilt power steering pump and flushed the fluid. The power steering immedeatly went from working to not working. I have tried bleeding they system and checking the system for air leaks. Nothing seems to help. The fluid is moving through the system. Everything seems to be OK but there is no power assist at all, nothing. I now have manual steering. What am I missing? Is it possible that I was sold a part for a forrester that just will not work? It mounted up without any issues except for one, the connection on the electrical wire was backwards so I replaced it. Did not think too much of it, but could this be the problem or at least an indicator? It it possible that the new pump is just not making enough pressure?

Update just incase anyone sees this.

So after a lot of frustration my thought process is that everything worked prior to the install, the problem must lie in the pump itself. So while it is moving fluid the pressure might be too low to be effective and is in effect just passing through the rack and pinion, which is strange to me unless there is a bypass valve. From what I have read the pressure should be around 1600 psi. (Is this a real number?) So since I do not have a pressure tester what I did was to fire up the engine then back off on the banjo nut until fluid came out. I was expecting a spray of fluid instead I goy a steady flow of fluid that did not break the surface tension of the fluid. This seems like not enough pressure to do anything? Any ideas?

Ok still thinking about this, is it possible that something got into the steering control valve and is blocking the flow of fluid? How likely is this? If so is there a way to address it?

No idea, sorry. Don't expect fast responses here, it's pretty dead now sadly and I'm not a mechanic.
NA Baja is 00-04 Legacy/OB based and pretty much the same drivetrain so you could also look for a solution on Legacy groups.
Turbos use the 03-08 Forester XT drivetrain with Legacy/OB parts spliced in here and there.
