I was told I can order the strut set from a similar year outback that would be the right size just a bit stiffer springs. Anyone confirm I'm on the right path here?

Not sure if they're stiffer compared to what came on the 03 Baja from the factory, but they are compatible. Those parts (and actually, most parts) from the 2000-2004 Outback are interchangeable with the Baja... my second car is a 2002 Outback specifically for that reason.
