What is this??

We've had this car for 2 or 3 years now. When we bought it, the guy handed this thing and said it was a "bike-rack or something"...
I tossed it in the garage.
What is it?
How does it work?

Those are fork mounts. Take the front wheel off and the fork clamps in. The rack itself is mounted in front of the chrome bars I believe.
