Our motor is very similar to the 04 STi motor and has very similar potential and most upgrades are compatible, with a few minor fitment and or availability issues. Take a look at my truck here and I discuss most of that; viewtopic.php?f=2&t=2973
To address your questions, an STi intercooler is direct fit and supports getting to and surpassing STi HP to around 4~450 depending on variables. You can get a stock 04 STi turbo and bolt that in as well, or any suitable upgrade turbo that will fit an 04 STi, the TD series fits well and is readily available. for the exhaust path, headers and catless up pipe are a direct fit from an 04 STi, the invidia downpipe will fit if you remove the passenger side corner brace, there is one aftermarket exhaust that is a bolt on, you can also easily get one fabbed up using whatever you want for muffler and resonator coming off the Invidia downpipe. Don't forget intake, any 04 STi intake fits great (I used the SPT one) and spring for the perrin inlet hose. Free or cheap HP depending on your technical skills can be found by doing a tumble valve delete. You do want to install a grimmspeed boost solenoid and injectors sized depending on how aggressive your going, Deatschwerks side feeds are a good choice I went with their 850cc side feeds (you will need side feeds), fuel pump needs to be upgraded and the walbro 255 Lph is a good match. Plugs are going to need to be changed for a heat range colder, I suggest Denso Iridium.
After all the installing your going to have to take it to a tuner that can do open source tuning, look for a Subaru performance specialist in your area. It would be a good idea to print your plan out and take it to them before you start installing just to make sure your injector size Vs turbosize and target boost all is sized correctly, it all needs to work as a system. As far as cost effective, you can weigh a top shelf header against an ebay version and decide how much the trade off is worth to you. Performance is generally very close but quality and durrability may be lesser. Never ever ever consider an "ebay turbo" in place of a name brand new or used turbo, it will spit fragments into your motor when it fails. get an uppipe with a flex section or the header to uppipe seal can be a horror story.
