Turbo problem

I noticed the other day that my car seemed a little sluggish. ( 204 baja turbo, new engine and turbo ~ 12k miles ago, body has 131k). I also noticed that you couldn't hear the turbo spooling at all, it's normally not that noticeable but now it sounds silent. It's not like it is in limp mode but it drives exactly like a non turbo. Around the same time the check engine light came in with a p0011 code. It didn't make any sounds when it threw the code, but it came on twice that day and hasn't came back since. I do not rod it or anything, it's basically a winter/work car.i just changed the oil (still running conventional with zinc additive with the new engine) all the other fluids and hoses look good, minor coolant hose leak that I am replacing but fine otherwise. I'm fairly mechanically inclined but I know very little about turbo setups. No obvious odd noises under the hood, no obvious leaks, nothing seems out of place... I'm not exactly looking to fix it myself, not quite that comfortable with turbos. I'm asking for any advice as to if there's any simple cause it could be to check before taking it to a Subie mechanic, and what you guys think I could expect to hear from the mechanic? Also note that it has been very cold out the last few weeks, around 0 during the day, down to -20 or so at night and the car is never in a garage. I doubt the weather has anything to do with it but trying to be as informative as I can. Any help would be great. Thanks

normally when this code pops up there is a problem with the oil pressure...
try to get it check asap, before your engine goes out..
maybe your turbo has seized, remove the intake pipe and check if it spins freely

BTW turbo engines in the winter require synthetic oil if you want the turbo to last...
and the ususal heating and cooling time...

here in quebec, if you don't have synthetic oil, your guarantee is almost 100% void...
