Lots of Engine Noise...Rebuild?

So I got into some water that turned out much deeper than I thought it was, stalled, pulled out and I spent months getting her to run again. Hurts even talking about it but it's necessary context. She's running but not well. Various issues I'm working on but I'm trying to decide if I need to do a rebuild. The two things that make me thing she might are as follows

1. White smoke from exhaust. Not super thick, not super thin. Honestly she did this occasionally before the water thing. Might be a gasket, might be a crack...idk if there's a way to know exactly before taking it apart. Less mysterious than #2 for me though.

2. The engine just makes a lot of noise now. Not exhaust noise, it's 'ambient' noise when it's running. I'll link a video. My best guess was the pulleys but it's not accessory belt pulleys because I took those off to test and it sounded the same. Someone else suggested it was actually the turbo making all that noise. Either way it's new and concerning.
