I'm not entirely sure its function, but here's a picture:

You're missing the small, tube-like thing that hangs down from the main intake pipe. I'm guessing it's a resonator to change/tune the sound of the engine. They're pretty easy to break, so it's no surprise that yours is missing.
I was told by a Subaru tech that the big reservoir along the air intake tube was for collecting dust, rocks, bugs, etc so it doesn't go straight into the air filter. I assumed the others served the same purpose?
Also, did you remove the air intake nozzle or is it missing (part outlined in red below)?

I noticed your power steering fluid tank is not hiding under it in your picture.

I would just get something from the hardware store... it's not under a lot of load, so you shouldn't need a specialty/hardened bolt. You'll likely want something that resists corrosion/rust, though.

It's not that bad to do it yourself if you've got the normal tools, a torque wrench, and the special subaru wrench for the crankshaft.
We've got a Subaru specialty shop in town that we used for my son's WRX. I'd honestly just rather pay them the $750 and have them do it. They have an excellent reputation and do the job right. Unfortunately, I have a bigger dilemma with my Baja so I have to make some decisions first.
