For what it's worth...

The seals gave up the ghost on the T25 on my Yugo (yes a Yugo). The turbo was sourced from a 1991 Saab 9000 and the 1500cc engine from a Fiat X1/9.

I tried rebuilding it but it only lasted about 6 months until oil started leaking into the exhaust system again. Apparantly once the shaft wears down, new seals won't correct the problem. I rebuilt the T3 on my Fiat Spider which came off a Volvo 240 and it turned out OK but for some reason the T25 on my Yugo did not.

I ended up buying a new cartridge for about $200 to $250 which I should have done to begin with. T3s and T25s are real common. I have no idea what turbo Subaru used on the Bajas.

New cartridges are not hard to replace. The hardest thing is getting the exhaust end off the cartridge. Use allot of heat from a propane torch. Back the bolts out until they hard to hit the exhaust housing which will push the exhaust end off the cartridge. Even if it messes up the bolts or the old cartridge, don't worry. Just get new bolts. Use plenty of antiseize on the bolt threads and the facing between the cartridge and the exhaust end.

The inlet end is alumnium and usually doesn't seize.

Also make sure you mark everything before taking it apart so you know which way the turbo is oriented since most are adjustable and can fit various makes and models.
