No, not one of his kids... I heard about this from a friend and saw a little article in the Monterey Herald online:

Reagan car restored for ranch display
Former President Ronald Reagan's red 1978 Subaru Brat has been restored for display at his old Rancho del Cielo, once known as the Western White House.
The Brat -- which stood for Bi-drive Recreational All-terrain Transporter -- was a gift from Richard V. Allen, who in 1981 served as the president's national security adviser.
