The owner mounted the rails (and crossbars) on it. I sure as heck wouldn't put any weight on this - would easily crack.

Don't underestimate that quality fiberglass A.R.E. cap. Those racks will easily handle lumber, kayaks, canoes, small boats, furniture, you name it. The Subaru crossbars give any load 4 points of support. However, if you don't need the racks, they are easily removed. If you are in the market for a really sweet camper top canopy for a Baja, I'd be surprised if there is a nicer one out there.
