No Crank on Startup

Currently trying to diagnose a starting issue with my 06 manual turbo. Battery is healthy with brand new terminals and clamps and starter was just replaced. On key turn I get full power and hear a click from engine bay, though the engine does not turn over. Car will start with a bump start or jump pack, which led to the starter replacement and battery refresh, but the problem has persisted and I’m a little stumped. Next guess would be starter or ignition relays but I’m not sure. Any help appreciated.
