Found a Brat but no Title

I was wondering if anyone would know if anyone used to own this 1978 Brat that was registered last in New Jersey (this is according to the seller). The VIN # is A697-019768. I wish I could find the last owner that registered it. Thanks...

I've tried looking for the VIN online but no success...since all the VIN searches needed more numbers or letters than the old 1978 VIN...

Contact the NJ DMV and ask them the procedure for a lost title.

There are also companies out there that charge a few hundred bucks and will come up with a valid title.
