sticky stuff on front strut bodies, any ideas?

Had a leaky tire valve replaced and rotate/balance today and the mechanic noted that both front strut shock bodies had a rather thick sticky greasy layer, while the truck was in the air. Normally this would be under the rubber boot I think. He wondered if the struts were leaking, but I don't think so, the front end is stiff as can be and it drives perfectly, only has 60K miles. The rear strut bodies were dry and clean. Anybody know if that stuff might be some kind of shipping protectant or rustproofing type stuff or any other ideas. The stuff was not thin nor runny like you'd expect shock fluid to be.

Axle grease from a leaking CV boot? was it spread all over the inner fender liner?

actually the entire inner fender is covered in a thick "almost" sticky substance, I gotta think it is an undercoat, it's pretty thick with "ripples." So I'm guessing the stuff on the strut is the same. There is no splattering of any fluids like shock oil or CV joint grease. other than dirty, it's pretty clean in there.
