Turn signals work. Hazards on constant (no flash)

I just bought my Baja and got the car back from a motor rebuild and I'm starting to work through the bits that don't work.

The first thing on the list is the hazards. When attempting to turn the hazards on. All four turn signals turn on constant, but the turn signal switch still causes the lights to flash as expected.

Is there a separate relay for the hazards? I'm eventually going to move to led lights so at some point I'll need to move to a compatible flasher anyway.

Probably the first thing to check is make sure the hazard switch is connected properly. The wires are pretty short and the clip can sometimes get broken. If that's fine, wiring diagram is here:

Looks like there's only one flasher relay.
