Tilt steering wheel lever won't move

I recently bought an 06' Turbo MT5 and after purchase noticed the lever won't budge. I've put as much force as I thought I safely could without breaking something with no success. Asked the previous owner about it and he said he never moved it so didn't know it was stuck. Anyone else have this issue or know the solution? The wheel position seems good to me but I'd like the ability to adjust.

It's just really hard as hell to pull down. If you can't get it with your left hand, reach under the steering column with your right hand & just pull straight down, you'll get more leverage on it.
